It contains details about an incident that are to be displayed via in-Vehicle systems to Drivers using the road network.  Details of the lane(s) and road section(s) affected plus the expected delay are included.  The component data flows enable the information to be sent in two, ways, either directly to the Vehicle (global), or through a RSU (local).
