Description

It contains data indicating that an item of inter-urban roadside equipment is not operating in the way that it is expected, as a result of commands being sent to it.  This expectation of what constitutes "proper operation" will be based on the data about the roadside equipment that is included in the data store of Inter-urban Road Static Data.
