Overview

This Function shall be capable of providing the following facilities:

(1) The ability to manage the store of "access rights" Data.
(2) The ability to load the store with criteria for access parts of the road network that can only be used if some form of charge is paid.

Functional Requirements

(a) receive updates of access rights criteria from the different operators, service providers, and from the "Manage Traffic" area.
(b) reformat them,
(c) fill the store of "access rights" Data with the data.
