Overview

This Actor within the Traveller Terminator represents a human entity that is using the facilities of the system for a journey but is at this moment not moving, i.e. static.  For the Traveller to be in the state assumed by this actor, they shall be stationary, either waiting for their trip to start, e.g. at a bus stop, or within a transport facility, e.g. a car park or service area.  The system may be in communication with more than one human entity each of which is a Static Traveller.
