Overview

This Actor within the Operator Terminator shall represent a human entity that uses the facilities of the system to manage the collection of tolls.  These may be tolls for use of any combination of parts of the road network, and/or bridges, and/or tunnels.  The system may be in communication with more than one human entity that is a Toll Operator.  Each entity may belong to the same organisation or to different organisations and may be responsible for the management of toll collection on different parts of the road network.
