This Actor within the Operator Terminator shall represent a human entity that uses the facilities of the system to manage the transportation of freight. It shall be possible for the human entity that is the Freight Operator to also fulfil the role of a Fleet Operator. The system may be in communication with more than one human entity that is a Freight and/or Fleet Operator. Each entity may belong to the same freight and/or fleet management organisation, or to different organisations.
