Overview

This Actor within the Operator Terminator shall represent a human entity that uses the facilities of the system to manage some of the activities carried out by the Emergency Services in response to incidents.  The scope of the activities shall be limited to the management of vehicles belonging to the Emergency Services, plus the provision and receipt of information about incidents.  The system may be in communication with more than one human entity that is an Emergency Operator.  Each entity may belong to the same Emergency Service, or to different Services.
