This Actor within the Vehicle Terminator shall represent a vehicle that is licensed to carry passengers who pay for their transportation but for whom there is no requirement to adhere to a fixed or pre-defined route. It shall also be licensed to use the road network. This type of vehicle shall represent a "coach" that is used by tour operators and other organisations whose sole purpose is not to carry travellers through the road network and do not operate scheduled services.
