Description

It contains data indicating that an item of urban roadside equipment is not operating in the way that it is expected, either on its own, or as a result of commands being sent to it.  This expectation of what constitutes "proper operation" will be based on the data about the roadside equipment that is included in the data store of Urban Road Static Data.
