This Actor within the Operator Terminator shall represent a human entity that uses the facilities of the system to manage the maintenance of road based equipment. This actor will provide data used by the maintenance functionality and will be able to monitor its operation. The system may be in communication with more than one human entity that is a Road Maintenance Operator. Each of these entities may belong to the same organisation or to different organisations that are responsible for different parts of the road network.
